In 2016, rural reform pilot area work was practically promoted centering on two mainlines, i.e., summarizing pilot fruits and deepening reform exploration, and various tasks achieved new progress. Through a couple of years' continuous efforts, rural reform pilot area work has entered a period with sped-up exploration and rich results.
Firstly, explored and realized a batch of pilot achievements. Pilot achievements such as share power and function reform of rural collective property rights, financial agricultural project subsidizing fund shareholding reform, and center lowering of villagers' autonomy, had become relatively mature through practical test, and met the requirement for generalization in larger scope.
Secondly, converted a bath of reform policies. Formed multiple special reports on converted policy suggestion, selected 30 pilot achievements with relatively early start, mature practice, obvious effect and strong adaptation in areas of rural land system, rural collective property right system reform, and agricultural support and protection system reform, and sent them to the document draft team of central rural work conference and relevant departments for research reference when enacting policies. Many rural reform policies rolled out by central, provincial and city -level administrative organs came from the reform exploration of pilot areas. According to statistics, 61 experiment achievements were converted correspondingly in 54 above provincial-level policies' document formulating, which effectively played reform pilot work's role of promoting work in all areas by drawing upon the experience gained on key points.
Thirdly, created a batch of typical examples. Enhanced the refining and promotion efforts of reform cases, successively rolled out 60 reform pilot typical cases, sent to each region for reference, and received coverage from news media. Via enhancing grass-root reform typical case promotion, told good stories of reform innovation in pilot areas, the experience and doings of many pilot areas received attention form various parties, and set up reform models.
Fourthly, explored and found a set of pilot methods. Set up book account system for reform task implementation, and timely handle the implementation situation of pilot task. Carried out multiple field investigations, supervised and understood the progress of reform pilot in each region. Revised the Operation and Management Methods of Rural Reform Pilot Area Work, implemented report and record system for central reform leadership organizations, explored and strove for authorization and departmental power delegation procedure, and consciously fulfill law-based reform. Improved departmental communication mechanism and the guiding mechanism for reform pilot, and jointly promoted reform pilot. Central specific authorization, departmental enhanced guidance, multi-party support and coordination, grass-root bold innovation, and building of relaxed atmosphere together created the unique advantages of pilot areas.
Fifthly, enhanced the capacity building of pilot area teams. Organized cadre training for rural reform pilot areas, organized discussions and exchanges among pilot areas with similar experiment themes, deeply carried out special investigations on hotspot and difficult problems in reform pilot, and enriched the policy and theory reserves for rural reform pilot. The rural reform pilot area work in 2017 will follow the central deployment and requirement, highlight two major goals of system innovation and achievement transfer, focus on three major tasks of well conducting the expansion of experiment content, deepening reform exploration, and summarizing pilot experience, support each region to bravely make breakthroughs and make bold explorations, and strive to achieve new progress.
